The top floor is an observation deck, and the 3rd and 4th floors are the Nagoya Maritime Museum.

It's not that high, but you can overlook Nagoya and the view is nice.
The Nagoya Maritime Museum is not flashy, but it is quite popular with elementary school students because you can experience things like a ship operation simulator and a harbor crane simulator.

If you have time, I recommend purchasing a 4-facility passport ticket together with the aquarium.
