It is an observatory in Godaiyama Park that overlooks the city of Kochi.

It is popular as a night view spot.

There is a free parking lot near the observatory at the top.

Also, on the east side of Godaisan Park, there is Chikurinji Temple, which is the 31st Fudasho of the 88 Temples of Shikoku.
